The City's Cross-connection Control program (CCCP) was established to meet the requirements of the Texas Commission on Environmental Quality for backflow prevention. This program safeguards the public drinking water and protects the health of its customers by ensuring that any contaminants that could backflow into the public water system are isolated within the customer's internal distribution system, or they are found and corrected before a problem occurs.
The City of San Angelo has Customer Service Inspectors (CSIs) who perform inspections on businesses and residences free of charge. Although the inspection is free, if any issues are found during the inspection, then the customer will be responsible for any costs required to fix the potential issues.
The CCCP program includes, but is not limited to:
- A private inspection of a customer’s plumbing system to identify and prevent potential sources of contamination: cross-connections and lead plumbing
- Possible direction to install backflow prevention assemblies where required
- Rules to prevent cross-connections and unacceptable plumbing practices through means of ordinances, regulations, service agreements and a plumbing code
- Compliance checks to ensure devices are being tested (which is a requirement)
TCEQ regulations are the minimum requirement for a CCCP program.
How can backflow be prevented?
Backflow prevention assemblies or an air gap can help prevent backflow into a drinking water system. A CSI, plumber or your public water system will help you determine which type of backflow prevention assembly you need depending on the type of hazard.
Backflow prevention assemblies
The TCEQ requires testing of all backflow prevention assemblies at installation by a TCEQ-licensed tester. Backflow prevention assemblies installed to protect against a health hazard must be tested annually.
